News from Colebrook Town Hall

Greetings from Colebrook Town Hall.
These past three days, we were in Superior Court in Torrington discussing the Wind Colebrook South tax appeal. We now move into the post-trial phase, with a judgement expected later this year. Town Attorney Pat Power will provide the Boards of Finance and Selectmen with a post-trial update in the coming weeks.
This week, we finished chip sealing nine roads in Colebrook. This is part of an ongoing, annual maintenance program to care for our paved roads. Beginning in July, supported by a grant from the Connecticut Small Town Economic Assistance Program (STEAP), we’ll be repaving Pine, Eno Hill, Old Forge and Robertsville Roads, and the Forge firehouse parking lot. Total cost for the project will be $539,390.97. Colebrook’s share will be $120,910.97.
Yesterday, our new Town car made its first Dial-a-Ride medical appointment. Two more are scheduled next week. Dee Pond is our driver and works with existing clients to book appointments. If you’re new to the program, and need a ride, call the Community & Senior Center at 860.738.9521.
At the end of May, members of our Colebrook Fire Department Forge Company will pick up their first new fire truck in 30 years, a 1,250-gallon rescue pumper. This was paid for, in part, by ARPA funds, and was ordered in May 2022.
Household hazardous waste collection day is Saturday, June 8th, at the Falls Village Public Works Garage at 100 Railroad St. in Canaan (Falls Village). You must have a ticket to participate. Contact Karen at Town Hall (kodell@colebrooktownhall.org<mailto:kodell@colebrooktownhall.org>) for a ticket to this event. Attached, please find a list of eligible/ineligible items.
On Saturday, May 18th, at 8:30 a.m., our Norbrook Royals are hosting the Winsted Yankees at Colebrook Field on Cooper Lane in the Town recreation area. Our Norbrook Rockies host the Barkhamsted Tigers on Wednesday, May 22nd, at 5:30 p.m. at Colebrook Field.
Upcoming Town events:
The Colebrook Church Fellowship Society is hosting a Plant, Bake and Rummage Sale on Saturday, May 18th on the Colebrook Village Green from 11 a.m. to 2 p.m. If you’d like to donate baked goods, please drop them off in the Church Fellowship Hall on Friday, May 17th, from 4-5 p.m. Proceeds will be used to help fund new carpeting for the Church.
The Colebrook Board of Recreation and the Town will host a Kids Fishing Derby on Sunday, May 19th, at the Colebrook Town Pond. Registration is at 8 a.m. Lines in water at 9 a.m., with fishing from 9-11 a.m.
On Sunday June 2nd, from 3-5 p.m., the Colebrook Historical Society is hosting an open house featuring its 2024 summer exhibit, “Rediscovering Colebrook River, the Town that Disappeared.” Also on display will be an exhibit featuring Colebrook’s 11 one-room schoolhouses. Refreshments will be served. Museum summer hours are Saturdays and Sundays, 11 a.m. to 1 p.m.
On Monday, June 3rd, at 5 p.m., the Town, in collaboration with Lt. Governor Susan Bysiewicz and the Connecticut Department of Veterans Affairs, will host an event to honor Vietnam-era veterans. The event will be held in the second-floor meeting room at Town Hall (a new venue, as this was previously slated for Colebrook School). Participating veterans will be getting a letter with further details early next week. The public is invited to attend.

News from Colebrook Town Hall

Greetings from Colebrook Town Hall.

The Boards of Finance and Selectmen met last week, and voted to accept a bid from Sav-Mor Cooling and Heating to install a new HVAC system at Colebrook Consolidated School. With support from a State grant, we will now proceed to replace our end-of-useful life boilers, upgrade the electrical system, improve ventilation in the building, and air condition the Library and the nurse’s/administrative offices. The work will take place over the next 18 months.

Tuesday was Referendum Day for the Town and Northwestern Region 7 Fiscal Year 2024/25 budgets. One-hundred and fourteen people voted. For the Town budget, 96 were in favor and 17 opposed, with one abstention. For the Region 7 budget, 96 were in favor and 18 opposed.

Punch list items related to our three new bridges—Creamery Road, Pinney Street and Sandy Brook Road—that opened at the end of construction season last year are in the process of being resolved. As these projects close out, the orange State signs will be removed.

Yesterday, we took possession of a new Chevy Equinox for Town business, and Dial-a-Ride medical appointments. This is the successor to our former First Selectman’s pickup truck, which was decommissioned earlier this year.

Next week, we are scheduled for a court date in Torrington, as we seek to resolve the Wind Colebrook South tax appeal. We’re scheduled for 2 ½ days. Our Town Attorney, Pat Powers, will represent us. I will keep you apprised of developments.

Due to rain this week, chip sealing will continue next week on Bricklemaier and Smith Hill Roads.

Last night, Ayla Fritz and Mattea Young, Region 7 students from Colebrook, were honored for being in the top 10 academically in this year’s Senior class at the high school. And, last week, 6th grader Lucas Brainard received the Colebrook Consolidated School Superintendent’s Award.

So far, we have seven volunteer Bingo callers. More are welcome! It’s a great way to support the Community & Senior Center. You can sign up here.

To help with roaming bears and garbage being strewn about, please avoid leaving bins out for longer than necessary. If you’d like a bear-proof garbage can, learn more here.

In collaboration with Norfolk, our Rec Board is sponsoring two youth baseball teams this spring—the Norbrook Royals (coach pitch Farm league) and Norbrook Rockies (kids pitch Minor league). Our Norbrook Rockies are hosting the Hartland Pirates this Saturday, May 11th, at 8:30 a.m. at Colebrook Field on Cooper Lane in the Town recreation area. We’ll keep you apprised of other home games as the season progresses.

REFERENDUM VOTE

Pursuant to Sections 7-7 and 10-51 of the General Statutes of Connecticut, Revised notice is hereby given to the electors and citizens qualified to vote in town meetings of the Town of Colebrook that a referendum will be held on Tuesday, May 7, 2024 for the purpose of voting for the approval or disapproval of the following questions:

“Shall the general budget of the Town of Colebrook for the fiscal year from July 1, 2024 through June 30, 2025 in the amount of $7,025,209 and the Town’s Reserve Fund for Capital and Non-recurring Expenditures (Town’s Capital Improvement Projects) budget in the amount of$380,000 be approved as recommended by the Board of Finance?

“Shall the Regional School District No. 7 Annual Budget for the fiscal year                             commencing July 1, 2024 be accepted?”

Optical scan voting machines will be used.  A vote of “YES” being a vote for approval, and a vote of “NO” being a vote for disapproval.  Absentee Ballots will be available at the Office of the Town Clerk as provided by law.

Voting will take place at the Colebrook Town Hall, Meeting Room (2nd floor) 562 Colebrook Road, Colebrook from 10:00 a.m. until 8:00 p.m.

Transactions

Through IQS, the Colebrook Town Clerk is providing a free new tool to help property owners protect one of their most valuable assets.

With Fraud Alert, you can sign up to receive alerts whenever a document, such as a
deed or mortgage, is recorded under your name. Documents can be viewed online or at
the Clerk’s Office.

“This is an easy way for homeowners to have peace of mind,” said Town Clerk, Debra
