The legal voters of the Town of Colebrook and those entitled to vote in town meetings of said Town are hereby notified and warned that the Annual Town Meeting of said Town will be held in the Colebrook Town Hall Meeting Room (2nd floor), 562 Colebrook Road, on Monday, October 21, 2024 at 8:00 p.m. for the transaction of the following business:

1. To nominate and appoint one member of the Planning and Zoning Commission to serve a term of three years.
2. To nominate and appoint one member of the Planning and Zoning Commission to fill a vacancy term of one year.
3. To nominate and appoint one alternate member of the Planning and Zoning Commission to serve a term of three years.
4. To nominate and appoint two members of the Zoning Board of Appeals to each serve a term of two years.
5. To nominate and appoint one alternate member of the Zoning Board of Appeals to serve a term of three years.
6. To nominate and appoint three members of the Recreation Board to each serve a term of three years.
7. To nominate and appoint one member of the Historic District Commission to serve a term of five years.
8. To nominate and appoint one alternate member of the Historic District Commission to serve a term of three years.
9. To consider and act upon an Ordinance Amendment to authorize and direct the Tax Collector to waive any tax bill for $5.00 or less. A full copy of the proposed ordinance is on the town website at www.townofcolebrook.org also on file in the Town Clerk’s Office and may be reviewed during regular business hours.

November 5, 2024, State Election

The Electors of the Town of Colebrook are hereby warned to meet at their respective polling places in said town on Tuesday, November 5, 2024, for the following purposes:

I. To cast their votes for Presidential and Vice-Presidential electors, United States Senator, Representative in Congress, State Senator, State Representative, and Registrar of Voters.

II. To vote on the following question for the approval or disapproval of a proposed Amendment to the Constitution of Connecticut, a vote of “Yes” being a vote for approval, and a vote of “No” being a vote for disapproval:

1. Shall the Constitution of the State be amended to permit the General Assembly to allow each voter to vote by absentee ballot?

The full text of such proposed question with explanatory text, printed in accordance with Sec. §2-30a of the General Statutes, is available at the Town Clerk’s Office for public distribution. The vote on the proposed question is taken pursuant to the Constitution of Connecticut.

Notice is hereby given that the location of the polling places on Election Day is as follows:

Town Hall Meeting Room 2nd Floor, 562 Colebrook Road, Colebrook, Connecticut

Voting tabulators will be used. The polls will be opened at six o’clock in the morning (6:00 a.m.) and will remain open until eight o’clock in the evening (8:00 p.m.).

During the 14-day early voting period before said election, the hours and location of early voting will be as indicated below. The early voting location will also offer Same-Day Registration (SDR).

Greetings from Colebrook Town Hall.

Our annual Town Meeting will be held on Monday, October 21st, at 8 p.m. in the upstairs meeting room at Town Hall. We’ll vote on candidates for member and alternate positions on the: Planning & Zoning Commission; Zoning Board of Appeals; Recreation Board; and Historic District Commission. All voters registered in Colebrook are eligible to participate.

Early voting for the upcoming election will run from Monday, October 21st, through November 3rd,10 a.m. to 6 p.m. daily—except for Tuesday, October 29th, and Thursday, October 31st, when early voting hours will be 8 a.m. to 8 p.m. Voting will take place in the upstairs meeting room in Town Hall.

Flu vaccine shots will be available at the Community & Senior Center from 9-11 a.m. on Thursday, October 24th. Please bring your medical insurance card. Learn more here.

This year marks the 75th Anniversary of Colebrook Consolidated School. The school community will be celebrating the occasion on Friday, November 8th, from 1:30-2:30 pm. Community members are cordially invited to join students, staff and alumni for the festivities. Building tours will be conducted—and refreshments served—from 1:30-2 p.m., with a ceremony to be held from 2-2:30 p.m.

Michael Girolamo, a member of our four-man Public Works crew, will be leaving for an opportunity with a neighboring town. His last day will be November 8th. We wish Michael well and thank him for his contributions in helping to maintain our roads. As winter approaches, we’ve been evaluating opportunities to secure indoor parking for our new town car. We decided to store it in the previously underutilized garage space beneath the Community & Senior Center. Facilitating the dial-a-ride program for medical appointments is an important use of the car. Indoor parking will help protect our investment and make it easier for our driver, Dee Pond, to accommodate ride requests.

Also prior to the arrival of cold weather, we put a new roof on the Town Pond bath house, replaced a rotten door in Town Hall with a new double window outside Karen Odell’s office, and are making repairs to the Recreation Area snack shack. We are grateful to Mark Medara for his creative solutions.

Upcoming community events

Tomorrow night (Friday, October 18th) at 7 p.m., the Colebrook Historical Society presents, “The Civilian Conservation Corps – Its History and Work in Connecticut,” as part of its Friday Night Gathering series. The guest speaker will be Marty Podskoch, a retired teacher and the author of 11 books. The evening will begin (and conclude) with refreshments at the Seymour Inn, with the presentation taking place in the upstairs meeting room at Town Hall at approximately 7:30 p.m. Learn more here.

The Community & Senior Center is hosting a community indoor tag sale on Saturday, October 19th, from 8 am-1 p.m., with 14 tables signed up to participate. The Center will be hosting a baked goods table at the event and donations are welcome.

This Sunday, October 20th, from 3-5 p.m. Pinney Stables (3 Pinney Street) and the Colebrook Rec Board invite you to join them for “Halloween on the Farm.” The event will include a Trunk or Treat, costume contest, photo booth, and prizes for scariest, cutest, and most creative cars and costumes.

The following weekend, Camp Jewell will host its Halloween Harvest Festival on Saturday, October 26th, from 5-7:30 p.m. The event at the Camp will include trick or treating, a haunted house, and a pasta dinner. Dinner is $5 per person with optional donations to fund scholarships for day camp students in 2025. No RSVP required.

Notice is hereby given that signed copies of the following Colebrook Board of Education Agreements are on file at the Town Clerk’s Office for public inspection during regular business hours:

1. Contract of Employment Superintendent of Schools between the Colebrook Board of Education and the Superintendent of Schools for the period of July 1, 2024 – June 30, 2027; and
2. Professional Agreement between the Colebrook Board of Education and the Principal for the period of July 1, 2024 – June 30, 2026;

The Colebrook Town Clerk will accept applications for qualified Unaffiliated and Minor Party electors for the office of Justice of the Peace beginning August 1, 2024 ending November 1, 2024. The term of the office will be January 6, 2025 to January 2, 2029.  No one who is, or has been, on the Democratic or Republican enrollment list in Colebrook on or after May 1, 2024 and before the appointment in November may apply for one of these appointive Justice of the Peace slots. 

If there are more such applicants than there are remaining appointive slots, the town clerk must, after five days public notice, hold a lottery on or before November 21, 2024 pursuant to state statute 9-184c.

REFERENDUM VOTE

Pursuant to Sections 7-7 and 10-51 of the General Statutes of Connecticut, Revised notice is hereby given to the electors and citizens qualified to vote in town meetings of the Town of Colebrook that a referendum will be held on Tuesday, May 7, 2024 for the purpose of voting for the approval or disapproval of the following questions:

“Shall the general budget of the Town of Colebrook for the fiscal year from July 1, 2024 through June 30, 2025 in the amount of $7,025,209 and the Town’s Reserve Fund for Capital and Non-recurring Expenditures (Town’s Capital Improvement Projects) budget in the amount of$380,000 be approved as recommended by the Board of Finance?

“Shall the Regional School District No. 7 Annual Budget for the fiscal year                             commencing July 1, 2024 be accepted?”

Optical scan voting machines will be used.  A vote of “YES” being a vote for approval, and a vote of “NO” being a vote for disapproval.  Absentee Ballots will be available at the Office of the Town Clerk as provided by law.

Voting will take place at the Colebrook Town Hall, Meeting Room (2^nd floor) 562 Colebrook Road, Colebrook from 10:00 a.m. until 8:00 p.m.
